Position Summary
The Foster Care Resource Worker is responsible for the recruitment, assessment and training of foster care providers for QBOW Child and Family Services Inc. The Foster Care Resource Worker will be responsible for coordinating the provision of comprehensive specialized foster home services for children in temporary or permanent care and children at risk. This includes recruiting and actively promoting the foster care program in the community, as well as investigating, assessing and counseling new foster parent applicants to determine suitability. The Foster Care Resource Worker will provide counseling, support services and ongoing training to foster parents. Investigating quality of care issues in foster homes and reassessments of active foster homes, and consult with First Nations and following established protocols as part of the planning process to ensure quality foster care service delivery.

Program Delivery
➢Ensures Foster Care services are delivered with excellence and conform to the QBOW CFS Inc.’s philosophy, policies, procedures and protocols as well to provincial legislation, regulations and standards.
➢Assists in ensuring the highest quality of foster care services and training through decision-making that is done in the best interests and well-being of every child and family.
➢Assessing the presence of risk factors to the children and families according to the Ministry of Social Services, Structured Decision-Making process;
➢Investigate, and take authorized protective action when required, cases of child abuse and/or neglect.
➢Direct and assist individuals and families to available social services and resources within the community to assist in resolution to social and personal issues.
➢Complete all case-plans, documentation and legal agreements in accordance with the Family Centered Case Management Manual;
➢Providing intervention services and problem-solving solutions to address the identified risk factors;
➢Referring to appropriate agencies for specific needs such as counseling services, addictions treatment, child assessment, etc.;
➢Preparing all required documentation for and attending Family Services Court as required;
➢Demonstrated ability to interact with people in a sensitive, tactful, diplomatic, and professional manner at all times.
➢Providing informational sessions regarding QBOW CFS Inc. to the community as directed.

Program Support
➢Engages in effective communication with Protection Team, Prevention Workers, management and other staff to ensure adequate coordination of services and attainment of QBOW’s objectives.
➢Ensures that clients are aware of the resources and services available to them.
➢Participate in workshops, ceremonies, community activities as required.

Community Relations
➢Promotes QBOWCFS vision, mission, goals and objectives.
➢Establishes and maintains a collaborative relationship between QBOWCFS and member First Nation community served to ensure optimum service delivery to the children and their families.
➢Acts in a professionally appropriate manner both when working and not working ensuring a positive role model for clients while representing QBOWCFS.

Required Qualifications, Skills & Abilities
➢Bachelor’s degree in Indigenous Social Work, Human Justice or equivalent experience required.
➢3 Years experience working with Indigenous Families in crisis with demonstrated facilitation experience.
➢Valid Class 5 Drivers Licence
➢Successful candidate will be required to submit a current criminal record check and vulnerable persons check.
➢Knowledge of Saskatchewan Child and Family Services Act, the FSIN Child Welfare and Family Support Act, Policy and Procedures Manual for Family Centered Services (MSS), and other legislation;
➢Knowledge of various First Nations culture and practices;
➢Must possess a working knowledge of the principles and techniques of interviewing, case management, and crisis intervention;
➢Strong morals and ethics, along with a commitment to confidentiality.
➢Computer literacy, including effective working skills of office systems such as MS Word, Excel, Outlook and database systems required.
➢Knowledge of the health and social services programs offered to First Nations in Saskatchewan
➢Experience of program planning, implementation and evaluation
➢Some Travel and overtime
